It could be better to choose as admin (perhaps even better during install procedure) if you want to have the possibility to be logged in as a normal user. I don't know which could be the best way to do that, but I think it would be useful in the upcoming period, even to prevent legal procedings regarding privacy.

it should not be completly removed, but you can add an option wheter admin can login or not

This is simple change, will send you the instructions so that you can remove this capability by yourself.

You can go to app\View\Themed\Adm\Users\admin_index.ctp and remove line "<a href="javascript:void(0);" data-id="<?php echo $user['User']['id']; ?>" class="btn btn-default login_as_user"><?php echo __('Login as user&#039; ?></a>"
