1) do you have any documentation on how to set up? - I'm using all of the features of moo. The other pieces I have are implemented with HTML code using the moo pages manager. What specific parts are you interested in on my site and I can give you guidance.
2) how much server capacity is required to support 25 and 50 members. - I too am using Hostiso as my site host. They have been very responsive to my issues. What I found is that I had to upgrade to their VPS 1 package and have them increase the memory on the server because I monitor uptime and I was seeing 35 minutes of downtime a day. The server requirement will depend on what add-ons you have, cron jobs running, etc. I have almost every add-on installed moo offers, although not all are activated on the site. Hostiso told me that moo on their basic plan is not a good idea. I tried that for about a year and there were too many issues with memory, DDoS, etc.
3) what kind of hardware ( I. E. Webcam) is required? - That depends on what you want to do. I have every type of camera you can imagine. Not kidding. What is it you are trying to broadcast? I started using a Mevo+ recently for LIVE streams to multiple platforms at the same time (requires Livestream monthly subscription $10). I also have a Vidiu for streaming from my DSLR or other HDMI cameras, video switchers, even multi-cam streams, but you can use the camera on your phone and still do what I'm doing on my site. I'm using Youtube Live and embedding my Youtube channel feed into a page on my site with a Cometchat chat room. The stream is being served from Youtube so there is no impact to resources on my site.
4) what configuration is required for CometChat? - I have Cometchat platinum and it runs on the same server as moo. Cometchat doesn't take that many resources. With platinum I have the full package enabled. Audio, video, broadcasting, real-time language translation for text, the works. It is pretty solid and I have been pushing them to incorporate some of the customizations I paid them for integrating with moo. You don't need to do any customization, I just wanted to limit users from doing site wide broadcasts. Only I can as the SuperUser.
My biggest challenge has been Spam users. They are relentless. They spoof their IPs and route through locations outside of their home countries so you can't block IPs, etc. I was able to stop it cold by using the SMS verification add-on from moo (uses Twillio) which requires they enter a mobile phone number and receive a code to be validated to post on my site. They can still register and login to the site, but they can't post anything.
Do you use a streaming software like OBS or Wirecast etc to enable streaming?
If we want to have something like this, each group on our site has its own streaming, does this mean we will have to get some third party solutions to enable streaming? Or it is possible to set it up leveraging existing Google solutions like Google Hangout.
I use a variety of streaming solutions. Livestream, Youtube LIVE, OBS (once), and Teradek (Vidiu). It depends on how elaborate I want to get with the stream. For my needs, a single camera view is fine for a live stream. A webcam could work but with the Mevo I can setup multiple zoom locations so it looks like I have more than one camera.

I have done small group video streams with Cometchat but haven't tried any of the larger attended ones through that mechanism yet. I require registration on the site to access Cometchat. All of my larger streams have been public access at this point.
When trying to decide which solution is best for your needs, you should ask yourself if you want to leverage the audiences on the various platforms (Youtube, Livestream, Twitch, Facebook, Twitter/Periscope, your own site, etc.), do you want to record the stream on the specific platform, is chat during your event important, do you have the internet bandwidth to handle the number of attendees to your live event (using a site like Youtube would offload the direct stream bandwidth needs to the Youtube platform. You would only need to have enough to stream to Youtube (single point)). Single or multi-cam event would also drive what type and number of encoders needed, etc.

Facebook policy prohibits streaming to any other platforms but their own and or Livestream at the same time. Since most of my followers are on Twitter, Instagram, I don't stream to FB.
