How exactly does the follow system work?

I was wondering, Does the follow system work like facebook follow system, = You add as friends and when following you get first hand notifications?

Does it work like Twitter Follow system, where you can follow a person but they only see your notifications if they follow you back?

Following a person means: see that user activity on your timeline without being friends.
