why after making changes in views/.../*.ctp files nothing get updated on the website ?

When I make changes in Views/Elements ctp files , nothing changes in the website . even after clearing Global cache and emptying browsers cache , why this happens ?

Hi , did your site currently using any template or did you change correct file ?? Please give more detail .
