You need to go to admincp -> site manager - > theme manager -> layout editor. Select the "Profile page", drag and drop the "Review & Rating" block to the profile page. Click save changes, then clear global caches. After that go to a profile of a member to check again.
For profile spotlight, please do the same steps above, however, you should drag and drop the "top spotlight" block into home page or Header page if you want the spotlight block appear at all pages.
