How to add new Email template in Admin ->System Admin->mail menu?

Dear Members,
 
 How can I add new email template in Admin->System Admin->mail menu?
 
I've tried to create new email template through adding new records at mailtemplates table in mysql tables.
 
But, not working...
 
If there is any member who soved this, please help me.

You should be able to add/edit them directly from Admin dashboard. It’s in the mail settings, you choose the ones you want to edit, change them, save it, then clear your global cache.
