Forgot password not working if site is offline

I just noticed a trick, if the site is set to offline mode, then the lost password does not work ...
And do not tell me that it's normal because the site is offline eh, an admin should always be able to go home !

Even if he was drunk, close all the doors and lost the keys lol

So it may not be a bug but it is a gap in any case
